“Not all net pens are created equal” Jamestown S’Klallam weigh into the debate

We have a historic opportunity to end Atlantic net pen aquaculture in the U.S. Salish Sea (Puget Sound, The Strait of Juan de Fuca, Hood Canal, etc.). The bills moving through the State legislature right now have momentum, strong citizen backing, and likely something will pass. Voices that need to be heard, and are weighing in on this issue, are those of the Tribes,  who co-manage the aquaculture resources in the State, as well as use them for religious purposes. If you learn anything from working with them, remember this: The Tribes are not a single voice, but many voices. Recently, Kurt Grinnell weighed in on behalf of the Jamestown S’Klallam Tribe. Kurt has been managing the Tribes aquaculture resources for many years. I have personally worked with Kurt in filming for the Tribe over many years for “Voices of the Strait” and “Treaty Resources”. I respect his point of view. Some may differ from him. But Kurt brings decades of real world experience in managing resources. He is a person that has embraced technology and innovation. He understands markets and the environment.

Our role right now is to finish the work in ending the in water farming of Atlantic salmon in these waters. Whether the technology of net pens is valid or not, should not be the issue. We need to get these non native fish out of our waters first. Kurt’s points, in the article below, are that perhaps there is a place for the technology of net pens in the future. Likely, in my opinion, it will be upland, closed containers, as that technology matures (which it is not, today).  Let’s focus on the goal at hand, rid our waters of this non native fish, and then focus on whether the technology can be used effectively or not. Maybe it can’t. But I’m willing to continue to favor letting Kurt and the Jamestown S’Klallam work to find out if it can.

POINT OF VIEW: Not all net pens are created equal

The question is whether we want to import fish from countries where farmed seafood is unregulated, or whether we want to do our due diligence and use the best that science and technology have to offer in order to grow fish safely and sustainably in our own country.

Despite Agency Assurances, Tribes Catch More Escaped Atlantic Salmon in Skagit River – Seattle Times

Even as state agency experts were assuring legislators that Atlantic salmon from a spectacular August escape are goners, tribal fishermen were catching Atlantics in the Skagit River, one of Washington’s premier salmon habitats. State lawmakers convened two weeks ago in a House Agriculture and Natural Resources Committee work session on the salmon escape were assured by managers from the state departments of Fish & Wildlife and Ecology that the fish were wasting away and not showing up on the spawning grounds. But that is not what some tribal fish managers are seeing. “I can tell you they are free swimming and they are healthy and alive,” Scott Schuyler, Natural Resources Director for the Upper Skagit Tribe, told The Seattle Times on Thursday. Near- and Offshore Finfish Aquaculture Poses Risks to the Environment and Public Health – John Hopkins University

Expanding the nearshore finfish industry or establishing an offshore industry in the United States carries significant risks to aquatic ecosystems and public health, according to a report published today by researchers at the Johns Hopkins Center for a Livable Future in the Bloomberg School of Public Health’s Department of Environmental Health and Engineering.

Near- and offshore finfish aquaculture (NOFA) is a method of fish production that occurs in net pens or cages with free exchange of water with the surrounding environment. Although there are currently very few US NOFA operations, some stakeholders have expressed interest in developing the industry in US state and federal waters.

The report assesses whether an expanded industry in the US would be environmentally sound and safe based on current production practices. The research team found the major issues surrounding NOFA to be: large numbers of recent farmed fish escapes, infectious disease outbreaks on farms, development of drug resistant parasites and bacteria, persistence of veterinary drugs in the environment, fish waste causing local and regional ecosystem impacts, and dangers that could cause elevated rates of injury and death among workers. The research team notes that some of these issues can be minimized or addressed with improved regulation and monitoring. Other issues, such as fish escapes and release of fish waste, are inevitable outcomes of fish farming in open water systems as currently practiced.

“The recent net pen breach of more than 160,000 farmed Atlantic salmon near Puget Sound is an illustrative example of how things can go wrong with these kinds of operations,” said Jillian Fry, PhD, director of the Public Health & Sustainable Aquaculture Project at CLF and faculty member in the Department of Environmental Health and Engineering. “Globally, many millions of fish have escaped net pen farms. Unfortunately, this is not a new problem to fish farming in coastal or ocean waters.”

Proponents of increasing NOFA operations in the US commonly highlight improvements in specific production practices, but it is often unclear how widely improvements have been adopted. Researchers say the tendency to rely upon the application of existing laws, instead of creating a new regulatory system specifically for aquaculture, has led to regulatory gaps. As a result, many risks described in the report are not adequately monitored or addressed under current US law.

The authors further state that to reduce the potential for conflicts of interest, the National Oceanic and Atmospheric Administration (NOAA), which oversees these finfish operations with other federal agencies, should separate their roles of policy and regulatory development from that of industry promotion. They are concerned that the current situation could lead to decisions that favor industry growth and profitability at the expense of protections for ecosystems and public health.

“Putting NOFA operations in the Gulf of Mexico and other regions is expected to be increasingly risky due to severe weather events associated with climate change. The regulations we currently have in place are simply not designed to effectively handle these risks,” said Fry. “Based on the studies included in our report, NOAA should not approve new operations or implement new permitting in additional regions of the US until the recommendations we’ve outlined are fully implemented.”

A disgrace: Ten million salmon thrown away by fish farm industry in last year alone – The Herald Scotland

The world of salmon farming in Scotland. Wonder what our statistics are:

THE Scottish fish farming industry has admitted that it threw away up to ten million salmon last year – nearly a quarter of its stock – because of diseases, parasites and other problems.

Official figures reveal the tonnages of dead fish that had to be disposed of has more than doubled from 10,599 in 2013 to a record high of 22,479 in 2016. Most are transported south to be burnt at an incinerator in Widnes near Warrington in northwest England.

ATLANTIC SALMON – COUNTIES ASKED FOR NET PEN BAN FIVE YEARS AGO

Good article pulling together the issues we faced five years back. Now the questions about who and why Ecology and WDFW were fighting us tooth and nail may become clearer.

So, it is Sunday morning… and after reading more articles about the environmental catastrophe and the release of thousands of Atlantic Salmon into the waters of Puget Sound, I am drawn to my computer to pen a few words about how Counties identified this as a significant environmental issue over 5 years ago, and how the state environmental agencies and leaders interfered with our efforts to ban Atlantic Salmon Net Pens. This fact has led me to look through emails and documents that jarred my memory and further made me proud of our county leaders… and disappointed that the state rebuffed our efforts.

Starting in 2012, the Washington State Association of Counties (WSAC), through the leadership of our Coastal Counties Caucus, desired to place a moratorium on Atlantic Salmon Fish Farms in Puget Sound. Led by Whatcom County through their Shoreline Management Master Plan, and later by then, County Commissioners Phil Johnson (Jefferson County) and Angie Homola Island County, Counties sought an outright ban on Atlantic Salmon Net Pens – fish farms – as we knew they are an ecological disaster waiting to happen.

Net Pen Application & Public Hearing scheduled for Clallam County

So here we go folks. Your waters, your voice. We have spent hundreds of millions of dollars trying to save and restore wild salmon, now we are expected to trade off the known downsides of net pens for our wild salmon. Net pens are disease vectors, they pollute the waters with feces of millions of fish, and the anti-biotics and other drugs that are needed to protect the herded fish from disease. They are a breeding ground for sea lice which then attach themselves to migrating fish from the entire Sound that will passing by the pens. This is an incredibly bad idea that will only profit a small shareholder class and the tiny number of workers employed by them. Is this really what we want? This is your chance to speak out. It’s not happening, “somewhere else.”  This is here in our waters right offshore.

The purpose of the hearing is to review public testimony regarding the Shoreline Substantial Permit for the Cooke Aquaculture Pacific LLC (CAP) proposal to move their existing Atlantic salmon net pen operation from within Port Angeles Harbor (Ediz Hook) to an open water area in the Strait of Juan de Fuca that is located over 1.5 miles offshore and 3.8 miles east of terminus of Ediz Hook: Proposal: (SHR 2016-00002) The proposal would be comprised of fourteen (14) floating high density polyethylene (HDPE) plastic pipe circular net pens, which are designed for open water conditions. Each net pen will be 126 feet in diameter, 45 feet deep, and in approximately 100 foot deep water. The proposal also includes a 40 foot wide by 100 foot long feed barge. The height of the feed barge will be approximately 19 feet above the water level when empty and 14 feet when is fully loaded with about 350 tons of fish feed. The pens would be comprised of two rows of 7 pens each with a feed barge at the eastern end of the array. Each of the net pens and the feed barge would be located 72 feet apart from each other, and would be held in place by up to sixty 4,000 to 8,000 mooring anchor, anchor lines, chains, and hardware. This proposal would encompass 9.7 acres of water surface area and require a 52 acre Aquatic lease from the WA State Department of Natural Resources (DNR). Location of the Proposal: The CAP new aquaculture net pen facility is proposed to be located approximately 3.8 miles east of Ediz Hook, 1.8 miles north of Morse Creek, and approximately 1.5 miles north of Green Point, within Section 10, Township 30 North, Range 5 West, W.M. Information & Studies Submitted: A Joint Aquatic Resource Application (JARPA) with attachments, SEPA Environmental Checklist with attachments, Biological Evaluation, Current and Wave Report prepared by RPS Evans-Hamilton, Sediment Report prepared by RPS Evans-Hamilton, Mooring Analysis Report – Grid System prepared by Aqua Knowledge, and Visual Analysis Report (January 2016) were submitted with the application. S’Klallam tribes apply for oyster aquaculture permit for Dabob Bay – Port Townsend Leader

It’s being reported in the Port Townsend Leader this morning that the Jamestown and Port Gamble S’Klallam tribes are proposing a new aquaculture farm on 10 acres in Dabob Bay. It’s worth noting that clamming and oyster harvesting are treaty resources of these tribes.

The public has until June 23 to comment on a proposed shoreline substantial development permit for 10 acres of suspended tumble oyster aquaculture, submitted by the Jamestown and Port Gamble S’Klallam tribes for Dabob Bay.

New commercial fish farm (net pen) management tools being are developed by the Department of Ecology:

Provide your input on project scoping by March 4

Washington’s 30-year old management guidelines for commercial, marine fish farms (net pens) are getting an overhaul. (This is not about whether net pens are to be allowed or not, it’s about updating best practices management of the pens).

Ecology has partnered with the state departments of Fish & Wildlife and Agriculture, and the National Centers for Coastal Ocean Science to write new management recommendations useful for the industry and coastal managers – including state and local government regulators.

The project is designed to provide up-to-date information on this use and better understand the concern of citizens. Results will help ensure any new facilities are sited and operated consistent with current science and modern management practices. It is not designed to determine whether or not future net pens will be allowed (See Frequently Asked Questions).

The planning team is just getting started, and they want your input

The multi-year project is just getting underway and you are invited to provide input on early decisions made by the project team. Two documents are available for review and comment.

  1. A summary of draft scoping decisions that describes early decisions made by the team regarding:
  • Geographic and topical scope
  • Scientific and technical review
  • Outreach and opportunities for interested parties to influence the outcome

 

  1. A writing outline that will guide the project team through fact-finding and identification of suitable safeguards and management practices. The team is especially interested in feedback on topics you would like to see addressed in the final document.

Study predicts decline in Dungeness crab from ocean acidification – Seattle Times

More on ocean acidification and it’s likely affect on our local food supply.

Dungeness crab are forecast to take a hit from ocean acidification driven by fossil- fuel combustion, according to a study released this past week. Though the populations of the Dungeness crab fluctuate year by year, their overall abundance by 2063 could be about 30 percent lower, according to federal fishery biologist Issac Kaplan, a co-author of the study,  Hal Bernton reports. Coalition of groups sues Army Corp of Engineers over Aquaculture

The battle over the expansion of geoduck farm aquaculture in Puget Sound has just taken a huge step into open legal warfare. A group called the Coalition To Protect Puget Sound Habitat,  concerned over  the increase in geoduck farm permits without substantial review, have sued the US Army Corp of Engineers, who issue the shoreline aquaculture permits allowing this expansion. The coalition is asking to have the courts stop the Corp from issuing new permits, and suspending  some of the latest permits until further in-depth research is done into the cumulative effects of the permitting. Also a number of other requests were demanded by the suit. It states that the Corps has been in violation of the Clean Water Act by its actions.
The case is much more than a simple lawsuit. Due to the demand for geoduck in China, companies have been racing to convert geoduck friendly shorelines (not all shores in Puget Sound support geoduck) to aquaculture. This often takes prime shoreline that is used by the public  out of commission, essentially forever. If you owned a shoreline home in any of these areas, you would find you have suddenly got an industrial operation happening in your “backyard” at all hours of day and night, according to the tide tables. This can mean diesel generators going at any hour on the beaches below your house, especially during winter tides.

While NOAA scientists claim that there is only ‘limited damage’ to these beaches, it is all based on the notion that the farm is ‘temporary’, which it is not. Studies have not shown any significant long term damage, if the farm would be terminated and the beach allowed to return to it’s natural state. Also studies have not taken into affect the cumulative action of converting many beaches along a given reach within a short time. The lawsuit is addressing this issue as a problem. 
 
However, short term use of the beaches is not happening. Once the beach is converted, it is then for all practical purposes an aquaculture farm until the market no longer supports its existence.
So the Coalition to Protect Puget Sound Habitat has announced a lawsuit, seeking to halt all permitting while the Corps undertakes a systematic look at the cumulative effects of all the farms.
While the press release states that this is a coalition, it is not clear who actually are members of the Coalition. Their web site and press release below mentions a list of organizations and individuals, with “Washington Sierra Club – Aquaculture” listed as perhaps the most prominent organization. This link ends in a dead link at the Tacoma Sierra Club site. In contacting the Washington Sierra Club about the lawsuit, a representative stated, “The Washington State Sierra Club is not a plaintiff in this case because we are not a member of the Coalition.”
There are no specific names listed as members, though the press release refers to “an alliance of citizens, scientists and conservation groups concerned about the pollution and adverse impacts (both short and long term) of the industrial scale aquaculture that is proliferating in Puget Sound. Local Chefs have also expressed concerns about the potential effects of these operations on the Sound.” There are no specific chefs, nor scientists named.
A key person in some of the organizations behind the lawsuit is Laura Hendricks. Laura has been at the center of this aquaculture controversy for over a decade. Hendricks has been an aggressive opponent of  both the aquaculture industry and other environmental organizations that don’t see eye to eye with her hardcore approach, which in the past has been looking to stop all geoduck farming in the South Sound.  Many of these other organizations recognize the need for support by the aquaculture industry for clean water efforts, as they are a powerful industry in the State that needs clean water to survive and thrive, and are often a major employer in small rural communities along the Sound. Many organizations have spent considerable efforts allying themselves with the industry for mutual goals, and industry leaders, such as Taylor Shellfish, have been very supportive of these joint efforts. This is not meant to say that the aquaculture industry  isn’t contributing to the controversy in their own way, as their representatives in groups such as the local Marine Resource Committees are often hard core industry promoters that attack any attempt to question any of their more controversial  issues. The industry also supports an aggressive lobbying effort in Olympia, that has had no real competitive organization to counter it’s demands over the last few years. Add to this the very effective public relations campaign that the industry uses which highlights the public’s love for shellfish.
When I  contacted, Ms. Hendricks she stated, ” …we challenged the Corps approval of and issuance of authorizations for many hundreds of individual projects.  We have also listed in the complaint (paragraph 64) five specific permits that were issued despite our detailed and well documented comments.  We are seeking to have the Corps suspend all the permits that will potentially cause harm to the Sound, until proper analysis is done.

We merely want the Corps to follow the law and not issue permits until the full and proper analysis already required by the environmental law has been done.  The Seafood industry should be supporting us, not fighting us.  Why?  Because if something is not done, the cumulative impacts of these projects will damage the Sound.  Then their industry will end up crashing, and they will not be able to sustain their businesses in the long term.  It will end up just like the other extractive industries have, over the years.  It will be a boom and bust, cut and run, situation sort of like what happened with the mining industry, the oil and gas industry, the timber industry, and the off shore fisheries industry.  The truth is simple, overharvest leads to population crash and environmental degradation.  In reality, rather than opposing us the current permit holders ought to be joining us and insisting that no more permits be issued until the studies on cumulative impacts are done.  That would give current permittees a competitive edge, and make their permits more valuable – look what it did to crab boat licenses in AK – and it would also help ensure that their projects don’t lead to destruction of the very resources that they rely upon for their livelihood.

 

No studies have ever looked at the cumulative impact of almost a 1,000 industrial scale projects in operation all at the same time.  Ask the SeaGrant people.  They have never been directed to do that kind of research.  They have only looked at short term impacts.  We are trying to prevent the death from a 1,000 cuts from happening to this Sound.  The law already requires the Corps to have conducted a cumulative impact analysis on the effects of all these permits.  Yet they have NEVER done one that takes into account the combined and synergistic impacts of the  huge number of permits they have already issued – to say nothing of the many more applications that are still pending.   

The entire geoduck controversy is compounded because the Tribes also lay claim to traditional  geoduck harvesting areas, and have treaty rights that allow them to grow and harvest the clams. It has been a significant source of income to some of the tribes. Taking care to work with the Tribes is a key element in balancing the environmental concerns and winning concessions for legislative efforts. No tribes are targeted in this suit, nor are they plaintiffs. However, it is unclear whether they would be affected by this suit if it is successful, as some tribes have recently expanded their geoduck farming activity, and I would assume that Army Corp of Engineers approvals were needed by them also. The Jamestown S’Klallam Tribe’s and the Skokomish  permits are called out as two of a number of permits that were pending in April of 2016 by the Corp , and as such, appears might be suspended or withheld, if the case is successful. There are also a number of Jefferson County farms that are on the list highlighted by the lawsuit. Look at the spreadsheet on page 60 of the document.

The Coalition to Protect Puget Sound Habitat announced that it has filed suit against the US Army Corps of Engineers, challenging the Seattle District of the Corps for its excessive issuance of shoreline aquaculture permits. The lawsuit, filed in Federal District Court for the Western District of Washington, outlines how the Seattle District has issued almost 1,000 permit verifications/registrations for industrial-scale shellfish operations in Puget Sound over the last four years, under a Nationwide Clean Water Act Permit (#48) – but it claims that the Corps has never done a cumulative impact analysis of the effects of all those permits on the Sound, the Orcas and salmon of the Sound, and the many other resources.  Nor, claims the Coalition, has the Corps evaluated the cumulative impacts of these operations on the people who live and recreate in the Sound.
The Coalition is an alliance of citizens, scientists and conservation groups concerned about the pollution and adverse impacts (both short and long term) of the industrial scale aquaculture that is proliferating in Puget Sound. Local Chefs have also expressed concerns about the potential effects of these operations on the Sound.
“We tried repeatedly to get the Corps to stop issuing these permits, until an evaluation of the cumulative effects of all this nearshore habitat degradation and massive amount of PVC and High Density Polyethylene plastic pollution has been looked at.” said Laura Hendricks of the Coalition.
“We talked to them; we sent them many sets of detail written comments, along with more than 40 supporting studies. We even filed a Petition asking them to suspend the use of the permit here in Puget Sound, until the analysis of the cumulative effects were done. But they just kept issuing more registrations. They really left us no choice but to ask the federal courts to make them do their job and follow the law.” Hendricks lamented.
The suit alleges that the Corps violated the National Environmental Policy Act and the Clean Water Act, by not evaluating the cumulative impacts of issuance of so many registrations. “Our environmental laws require the Corps to fully evaluate the effects of these kinds of permits, and to not allow more than minimal harm.” said Curt Puddicombe of the Coalition.  “The Corps’ own records showed that in the first year of the current Nationwide permit, the Corps issued more than 800 registrations – over 3 times the number that it thought would be issued.  When that happened, the Corps had an obligation to step back and re-evaluate the cumulative effects. That is what any reasonable person would do, that is what the law requires, and that is certainly what we should expect a Federal agency charged by the law with protecting and restoring the waters of the Sound to do.” said Puddicombe.
“We recognize the shellfish production in Puget Sound should be an important component of a sustainable Northwest. But that production has to be done on a rational and sustainable scale.  A balanced approach is needed. Right now, the insane number of these registrations already issued, with another hundred applications already pending at the Corps, is converting Puget Sound into an industrial shellfish production site ignoring native aquatic species protection and restoration goals.” said Hendricks.

Gulf Of Mexico Open For Fish-Farming Business – NPR

NOAA continues its promotion of the aquaculture fish farming industry. Since the government destroyed huge swaths of the Gulf with its lack of stiff enforcement of oil drilling, now it has decided that fish farming there is a great idea. No environmentalists  anywhere in the world that have looked at this industry think it’s a good idea. And the fish farming industry and NOAA are targeting  opening  up the Salish Sea for more fish farming also.  Their science on it, when you read it, is missing key issues of investigation, such as long term affects of the bottom and the general larger habitat around the fish. The experience of fish farming in British Columbia, Norway and other locations, is one of vast overuse of antibiotics, needed because of dense packing in the cages, which create a vector for disease, like sea lice infestations that are infecting wild stocks that pass by the cages. Escaped farm fish compete with native species, coverups of massive problems with disease by the highly secretive farming industry and smear campaigns for highly credible scientists and their labs, including using the Government of Canada to arbitrarily shut down the labs involved after they publish their results (under the Harper and Christie government two and three  years ago) and a basic lack of concern for anything but their own bottom lines. While I support much of what NOAA does, this area is very suspiciously looking like it has been corrupted by the industry that it is supposed to be impartially regulating.

This is yet another example of a Democratic administration doing exactly what we would expect from a Republican one. It is the kind of arrogance towards our shared environment and the people of the Gulf that fuels the anger of the electorate towards Washington D.C. and the administrators there that choose business over the environment time and time again.  It’s worth remembering that Obama opened up offshore oil drilling against environmentalists concerns just weeks before the Gulf Spill in March 2010, saying it was ‘safe’ and that we had great safeguards. He was proven wrong in May of that year. He has since reopened drilling off the coast, even after the BP spill, against the wishes of Governors of those coastal states affected by the decision. Now he is opening up Gulf waters for large scale fish pens. We are also targeted for that same treatment, as fish farms are proposed west of Port Angeles at present time. The State demanded that counties not ban fish farming in their Shoreline Master Programs, and actually have held up approval of the Jefferson County SMP over that very issue. Luckily we have had Phil Johnson an ex-fisherman, fighting this issue with the State, but at present it is still legal to open a fish farm in Jefferson County, over the objections of both a scientific panel and a citizen advisory group of 20 citizens that included a shellfish farmer. When I questioned the previous head of the State of Washington Department of Ecology, he had no idea that it was even a problem worth addressing. The latest head of DOE is a lawyer as well as an administrator and she is unwilling to seriously discuss reversing her department’s decision.

To be clear, while I’m  disappointed in the administration for allowing this, voting in the opposition will simply make it worse, as the Republicans have never seen an environmental law they like. Just look at Flint Michigan for a great example of Republican oversight of the environment.  Our best efforts are to fight decisions like this in the courts, contact our representatives to make them aware of the public feelings on the issue, make it an issue at elections, and elect people like Phil Johnson who will fight against the influence of big money industries trading off the environment and our wild fish for short term profits.

To their credit, NPR does point out the  criticisms of this decision.

The Gulf of Mexico is now open for commercial fish farming. The National Oceanic and Atmospheric Administration (NOAA) announced last month that, for the first time in the U.S., companies can apply to set up fish farms in federal waters. The idea is to compete with hard-to-regulate foreign imports. But opening the Gulf to aquaculture won’t be cheap, and it could pose environmental problems. Tegan Wendland reports. (NPR)

Genetically engineered salmon is fit for dinner, FDA says in first decision of its kind – LA Times

Sometimes government agencies get it wrong. This is one of those times. Now we, the consumers, have to continue to just say no to farmed salmon, and demand wild fish. Only consumers can stop the industry, which has apparently manipulated through it’s lobbying efforts the highest levels of the FDA. This is a bad decision, for the environment, for consumers, and for fish. Why? It’s not that you might keel over by eating this fish. It’s about the entire ecosystem that is created to support this new animal. Have long term studies been done? I’ve not seen any. Has anyone questioned whether the feed and antibiotics that may be needed to support this creature are passed through to diners? Or what their effects on the environment might be under the pens that raise these? NOAA, which has certified these pens, only looks at the short term effects of the pens on the bottom directly under the pens. The science behind this is skewed in the favor of the farms, not the environment or the consumer. 


Perhaps that last breed does not evoke images of ancient and frigid headwaters in Alaska or Arctic Canada, where wild salmon spawn every year, or even the humble hatcheries that produce less expensive species consumed by millions of people. But on Thursday, the Food and Drug Administration announced that the AquAdvantage salmon — developed using growth hormone from Chinook salmon and a gene from an eel-like ocean fish that makes it reach market size twice as quickly as other salmon — has become the first genetically engineered animal approved for American consumption. AquaBounty Technologies Inc., the Massachusetts company that created the fish, calls it “the world’s most sustainable salmon.” Opponents call it “Frankenfish.” The FDA, which was accused of delaying the decision for years amid public concern, now says you can call it dinner. The B.C. Scallop Farmer’s Acid Test – The Tyee

More on the emerging ocean acidification issues of aquaculture. 

Rob Saunders points a flashlight into the depths of an immense plastic tank at his hatchery, illuminating millions of scallop larvae as tiny as dust particles. “Think of these as canaries in a coal mine,” says the marine biologist turned embattled shellfish farming CEO. It is here at Island Scallops’ facility in Qualicum Beach, located just inland from British Columbia’s shellfish farming epicentre of Baynes Sound, that ocean acidification wreaked havoc. Beginning in 2011, the company’s scallop brood stock (adult shellfish bred over 25 years to be disease-resistant and exceptionally meaty), began to die. Christopher Pollon reports. (The Tyee)

imageThe Skills Center Natural Resources program gets you outside doing real work in the environment.  We offer project-based classes to high school-aged students (up to 21 years old without a diploma) across the North Olympic Peninsula.  All classes include hands-on field work, offer high school and college credit, and help students transition to the next step of internship, college or career.

Enrollment is open now for second semester, which starts at the end of January.

Classes in Port Angeles include the new ‘Cultural and Natural Resources 1’ class, which meets after lunch daily, and 5 different ‘Natural Resources Options’ that meet after school one day per week.  Sequim and Forks each have three different ‘Natural Resources Options’ that meet after school one day per week.

2013 NW Straits Conference Overview

Just got back from a great two days at the NW Straits conference, held in Bellingham. The good folks that steer our Marine Resource Committees always put together a  conference worth attending, and the only unfortunate thing is that they can’t invite the world at large.

This year, Washington State Senator Kevin Ranker and Dr. Terrie Klinger started off by giving an update to the state of the science and legislative activity around  Ocean Acidification.  Washington State is at the forefront of global science on this emerging issue, and the Governor has taken the step to create a commission to look into it and get some actions going on this.

Funding for research and data collection is underway, and we were told that funding for educational activities is not,and pressure needs to be exerted to get this to the schools as new curriculum.

Hugh Shipman of the Washington State Department of Ecology spoke on Sea Level Rise in the Puget Sound basin, and Tina Whitman of Friends of the San Juans along with Andrea MacLennon of the Coastal Geographic Services brought people up to speed on how the scientists and policy makers are measuring and planning for sea level rise in San Juan County.

Kathleen Herrmann of the Snohomish County MRC gave a very interesting talk on a new method for gaining public acceptance of MRC goals, using Collective Impact, which is a model framework applied here for marine conservation. Kathleen has done a great job of researching this and applying it to their issues.

Will Stelle, who is the west coast regional administrator for NOAA Fisheries, closed out day one, with a really entertaining overview of the issues facing the west coast. I would have to say that this overview should be mandatory for all of us trying to get a good overview of the state of affairs right now. It’s a huge span of work. Will presents it with humor and passion.

Conservation biologist Thor Hanson was the after dinner speaker, giving an overview on his new book, Feathers. Thor’s enthusiasm for his work is quite funny and, yes, I bought the book.

On day two: there was tracks on Tools for Promoting Ocean Acidification (O.A.) Literacy, and in another room, an overview of Nearshore Habitat Restoration: From Idea to Reality, Advice from Local Experts. In the O.A.literacy program, Alexis Valauri-Orton, the Thomas J. Watson Fellow presented a really interesting look at her recent research work in talking to various cultures around the world being affected by O.A. Paul Williams of the Suquamish Tribe updated us on their efforts to teach the issue, and Meg Chadsey of Washington Sea Grant also presented.

After lunch, in addition to an overview of evaluating metrics and outreach projects, Dan Tonnes and Helen Berry gave great insight into Rockfish recovery efforts and Kelp monitoring and management in Puget Sound.

Yo! Rockfish ReCompression Video – Funny and really worth watching

Are you a fisherman? Catch rockfish? Check out this newer rap video on how to get rockfish back safely into the water and save it. Remember that rockfish take a long time to grow, and they stay in their local territory. So it’s important to get them back in the water quickly. I was unaware that the recompression techniques can save even severely barotraumaed fish. Barotrauma often kills rockfish if not recompressed. Luckily we, and those fabulous little rockfish, can get down with our bad selves and the help of this most epic video montage. The following Rockfish PSA was concocted by the masterminds of California Sea Grant and NOAA’s Southwest Fisheries Science Center.

New film on Salmon Piscine Reovirus Outbreak

While Canadian officials stonewall the publication of scientific data that shows that Piscine Reovirus in net pen raised Atlantic salmon appears to be spreading to wild stocks, Alexandra Morton and filmmaker Twyla Roscovich’s keep working to get the news out. Why  is this important? Because our Department of Ecology and Department of Fish and Wildlife do not seem to have a sense of urgency on this issue, which could easily spread down here. Over 70% of the samples of store bought salmon in BC appear to be infected by the virus.

Filmmaker Twyla Roscovich traveled to Norway to ask the remaining experts who have not been forcibly silenced on this issue.  A very disturbing report from the scientists actually doing the research in Norway.

Washington State Legislature Approves Ultrafine Particle Study for Jefferson and Clallam Counties

This is extremely good news to a start on finding out what kinds of pollution we are breathing and if the new biomass plants are actually doing something that needs cleaning up. That is, if they are built, which seems not a sure thing at this point in time, due to economics, not environmental concerns, unfortunately.

The Olympic Clean Air Agency and the University of Washington propose to jointly study air quality in Jefferson and Clallam Counties. This project will evaluate possible air quality changes associated with new biomass co-generation facilities in Port Townsend and Port Angeles and changes in ultra-fine particle concentrations associated with both facilities. The project will support state of the art measurements of ultra-fine particles and will respond directly to concerns of the two communities around health effects and industrial development.

Background

Concerns regarding greenhouse gas emissions and climate change have encouraged the development of biomass fueled power stations, i.e. biomass cogeneration plants. The biomass fuel varies for each region and can include sugar-cane stalk, corn and rice straw, and palm and woody debris to name a few. This form of power generation is controversial within the “green” community. Proponents claim that burning biomass contributes a net zero addition to atmospheric carbon dioxide compared to fossil fuel combustion [Taylor, 2010]. The carbon released during biomass combustion will be re-used in plant material for the next cycle of energy generation, while fossil fuels represent carbon that has been stored for millennia. Since new co-generation plants are required to use Best Available Control Technology (BACT) to prevent degradation of air quality, supporters further argue that burning biomatter in the plant is cleaner than slash burning outdoors and actually helps improve air quality. Furthermore, industry has been burning biomass waste for years without converting it to usable power, and therefore claim a net gain in power produced vs. carbon released [Taylor, 2010]. The US Department of Energy recognizes biomass co-generation plants as a renewable energy source and has awarded grants to finance their design and operation. Opponents of biomass fueled co-generation are primarily concerned about subsequent environmental damage and the cleanliness of the technology. They claim that burning biomass will endanger forest land by increasing logging operations and argue that slash should be left to decompose on the forest floor. The primary concern regarding biomass fueled power centers on the release of harmful toxins and fine particulate that can negatively impact the health of residents living near the co-generation plants. Specifically, activists are concerned about ultrafine particles –diameters less than 100 nm – that are not detected by standard air monitoring instruments [Keywooda et al., 1999] and to which recent research ascribes significant health impacts [Keywooda et al., 1999; Morawska et al., 2004].

Recently two new biomass cogeneration plants were approved for installation on the Olympic Peninsula, one at Nippon Paper Industries in Port Angeles and the other at Port Townsend Paper Company in Port Townsend. Both mills have been burning woody biomass as waste for several decades. Construction of these co-generation plants requires installation of emission control technology predicted to decrease the total PM2.5 emitted, despite increasing the mass of fuel burned by a factor of three. PM2.5 is the mass concentration of atmospheric particles with diameters less than 2.5 microns. Other gaseous emissions such as Volatile Organic Compounds and NOx will roughly increase by 35 and 18 tons per year respectively. Despite these pollution controls, and maybe because of them, there is concern that although PM2.5 will decrease, the number of ultrafine particles, which may be more hazardous to respiratory and cardio health, will increase. Research has shown that when PM2.5 decreases, co-emitted gases like SO2 and NOx have less surface area on which to condense and are thus more likely to homogeneously nucleate ultrafine particles downwind of the emission site [Weber et al., 1997]. Despite these concerns, there is very little data that show the impact of biomass cogeneration plants on local and regional air quality, including PM2.5 and ultrafine particulate.

Proposed Study

Port Angeles and Port Townsend are ideal locations to conduct a study focusing on the impacts of biomass fueled cogeneration facilities on air quality downwind of the cogeneration plants. Both towns have similar meteorology and environmental conditions. There are no other large industrial sources or major freeways to obscure ultrafine and fine particulate emissions from the biomass cogeneration plants, although emissions from residential burning in the winter constitute a large fraction of the observed PM2.5 in bothcities. Currently the Olympic Region Clean Air Agency (ORCAA) maintains a permanent air monitoring site for PM2.5 in both Port Angeles and Port Townsend. Data on background concentrations of PM2.5, SO2, NOx, CO, and ozone are also available from Cheeka Peak, an NCore site located west of Port Angeles on the northwestern tip of the peninsula and measuring some of the cleanest air in the country. In addition to the permanent monitors, ORCAA will also install four optical particle counters (OPC) that provide data on the number concentration of particles larger than 0.3 microns at three locations in Port Angeles and at one location in Sequim. The OPCs will operate between January 2013 and December 2013. These monitors will move to Port Townsend in 2014. In both Port Angeles and Port Townsend, one of the OPCs will be collocated with the permanent air monitor, a nephelometer. ORCAA also has two aethalometers that measure black carbon concentration and can be used to differentiate between wood combustion and diesel combustion. One aethalometer will be installed at the permanent monitoring location and the other will be installed along with an OPC at one of the other temporary sites. The existence of these monitoring locations creates an infrastructure that will facilitate a study of ultrafine particles and source types of air pollution in the region.

In addition to ambient monitoring that already occurs in Clallam and Jefferson Counties the Olympic Region Clean Air Agency, in collaboration with the University of Washington, proposes to conduct an additional study to examine the concentration, sources, and lifetimes of ultrafine particulate in Port Angeles and Port Townsend.

Experiment

For this project we will establish two master research sites on the Olympic Peninsula. One will be located near residential areas of Port Townsend and the Port Townsend Paper Corp. The second site will be in Port Angeles near to the Nippon Paper Industries facility. At each site we will ideally conduct a series of pre/post-expansion intensive measurements that can complement the existing measurements using nephelometers, optical particle counters, and aethalometers. The Nippon co-generation plant, located in Port Angeles, expects to begin operating in September or October, 2013 and therefore baseline, winter measurements of ultrafine particles before operations commence may not be possible. To work around this issue, meteorology and plume dispersion modeling will allow data to be segregated to times when emissions from Nippon could affect measurements at the site and those times when they would not.

How will air quality respond to the change in emissions from the facility?

What is the distribution of PM2.5 in residential areas of both communities?

Is there evidence of an increase in ultrafine particulate matter from the expanded facilities?

What is the cause of the odors in the Port Townsend area and what can be done about these?

What are the source contributions to fine and ultrafine particulate in these two areas?

How does this change between winter and summer?

Which neighborhoods are most impacted by these facilities? Are the concentrations

reasonably modeled by a Gaussian plume distribution?

How do ultrafine particulate emissions from the facilities change in the winter relative to the summer?

Measurements of PM2.5, number concentration and size distribution of ultrafine particles (diameter < 100 nanometers), particle chemical speciation, and carbon monoxide will be made at both the Port Angeles and the Port Townsend sites. Continuous stack emission measurements at the facilities will complement the ambient measurements to determine their potential influence on the ambient air quality.
