One turbine per 20 homes does not seem efficient. What about cleaning and other maintenance? Other marine life?
By my calculations, the project will produce energy at about $1 per kWh. Wind energy is about 9 cents/kWh and solar is about 14 cents/kWh. And that assumes that it comes in at the estimated cost, which is unlikely.
